Transition & Recovery Updates

The Transition and Recovery Unit (TRU) continues to provide opportunities for communities to benefit from peacebuilding and social cohesion initiatives, including expanding livelihood opportunities and essential rehabilitation of interdependent community infrastructure. The peace dividends interventions seek to enhance and nurture positive interaction, and peaceful coexistence among IDPs returnees and host communities.

Third Party Monitoring (TPM)

IOM South Sudan is currently implementing a Third-Party Monitoring (TPM) Project with the World Bank. Under this partnership, IOM is deploying monitoring and evaluation teams at project sites to provide independent evidence of programme implementation for two of the World Bank’s ‘frontline’ projects: the Local Government and Service Delivery Project (LGSDP) and the Rapid Results Health Project (RRHP).

To date, the M&E team has visited forty-three (43) subprojects in Warrap and Lakes States. The sub-projects include infrastructure projects classrooms, water supply facilities and latrines. The monitoring visits serve to determine the levels of completion and utilization of the projects. In addition, the team facilitates focus group discussion to assess the involvement of the communities in the various stages of the project.

Community Infrastructure

Another pillar of IOM’s transition and recovery programming involves implementation of key rehabilitation of community infrastructure. These facilities are identified through communityowned processes. In Bentiu, the improvement of the Liech Primary School is ongoing, whilst the construction of the primary health care center (PHCC) in Wau has commenced. The PHCC has been identified as a key needed infrastructure through consultations with the community and partners in Wau. Once completed, the center will provide health and mental health and psychosocial support (MHPSS) through IOM teams, local government and the church. Both centres are aimed at creating conducive environments for returns through improving access to primary education in Bentiu, and basic primary health services in Wau. Interventions in Wau complement existing efforts to improve shelter and access to clean water for returnees.
